My market maker has low volumes — does that mean they are not doing their job?

Not necessarily. The primary role of a market maker is to facilitate efficient price discovery by providing meaningful depth and tight spreads. A market maker cannot force other participants to interact with their orders. Low trading volume alongside strong depth and tight spreads may simply reflect low overall market interest — not poor market making. However, if your market maker is providing minimal liquidity AND has low maker fill volume, then you likely have a performance issue worth investigating.
