Why do some lower-tier exchanges appear "cheap"?

Lower-tier exchanges often monetize listings directly through upfront fees and deposits rather than through organic trading activity. Because user participation and capital concentration are limited, commercial terms may appear more accessible. However, these venues frequently struggle to deliver durable liquidity, efficient price discovery, or sustained volume.

They can serve tactical distribution purposes — but should not be mistaken for strategic liquidity anchors.
